In this chapter Moses reminds Israel of their history sharing with them his perspective. Explaining the number of times he prayed and fasted for them for their disobedient stiff-knecked behavior that nearly made them an extinct people to be replaced by the line of Moses. Essentially the message is that God didn't save and bless Israel because they are good. He did so because he is good.
