On August 31st,2003 a Las Cruces couple decided to take an afternoon to do some target practice near the foothills in Las Cruces New Mexico. As they were driving around, they noticed a woman lying in the desert. The couple got out of their vehicle to investigate and noticed that the woman was not responsive. They called 911 for assistance. Because this happened outside of the city limits both city and county officers were dispatched to the area near Paseo Del Onate in the foothills. This woman's murder would lead to comprehensive change to the law in 26 states which now require DNA samples to be acquired for any felony conviction. The law is known as Katie's Law.
