Moosaa Richardson explains how Muslims approach the study of Islamic law when living in non-Muslim lands. He explains that legal issues involved punishments and discipline, including the death penalty, are implemented under the recognized Muslim rulers in established Muslim countries, not in masjid basements or through illegitimate militias.

He explains how a Muslim should balance his criticism of and opposition to modern man-made laws (theoretically) and his compliance with them in practice, so as to keep himself from being jailed by the non-Muslims in authority over him.
