Title IX did not cover allowing boys who claim they are girls to be permitted into girls' bathrooms and locker rooms until claimed so by the Obama administration; thus, they really did add additional requirements to the law.
earnest3When asked about the letter to schools from the Department of Education to allow boys into girls' bathrooms, Earnest tried to ignore claims that boys in girls’ locker rooms could create unsafe conditions for girls who have been victims of sexual assault by stating they weren't doing this to make conditions less safe for anyone.
Earnest also claimed that no student would be forced to use a facility where they would be forced to be exposed to someone of the opposite sex; however, that was only for schools that could provide alternate facilities. Earnest ignored schools that can’t provide alternate facilities--and thus will force girls to accept boys in their locker rooms.
